To equip legal officers especially those under the government employ with the necessary skills to deal with dynamics of law; to enhance legal skills, techniques and development in areas of: accurate and precise legal opinions, drafting and conveyance, governmental budgeting, law enforcement and protection of Human Right, issues in domestic and international laws and environmental law issues; to help legal officers to be able to explain complex laws and procedures; to equip them with research and organizational skills and to be objective and non- judgmental in giving/drafting legal Opinions; to help in researching Legal issues, applying a structured approach, identifying relevant issues to be incorporated into the performance of their duty.
